First you must know your vowney ROM using android based 4.2.1 or 4.2.2 or another

to install Gapps is easy :
1. First you must download file (gappp.zip and recovery.img)
This is recovery file for vowney : http://vowney-v5.blogspot.com/2013/08/verney-recovery-image-ver-6.html
2. Put gapps.zip and recocery.img in the SD Card (put it not in folder, but in outsite)
3. Insert SD card to phone
3. Boot into recovery (you can reboot into recovery using mobileuncle or for easy is just press POWER button + VOLUME UP button)
4. Clear WIPE, CACHE, and DALVIK cache. It will erase data in your phone like factory reset
5. Install .zip from sdcard. Choosee gapp.zip that you have put in the SD card
6. Because recovery file in Chinese you can see my videos to help you
this video is about how to flash ROM in your vowney but it has same procedure to install gapps. The difference is when you want install rom, you choose ROM.zip but when you want install Gapp you choose gapps.zip . If you want flash ROM (for ex LEWA ROM that are not include Gapps) and also install gapps install Gapps after install ROM, the step is Boot into recovery > Clear WIPE > CACHE > and DALVIK cache > install ROM, install Gapps.
but if you have install ROM and only want install Gapps you just choose Gapps.zip
